Corrected rulings

The earlier handoff left two questions open during chapter 4 preflight. Both now have one answer throughout the package:

• Every lexical word has at most three syllables, including module vocabulary. Four syllables are available only to productive names under their separate charter.
• Every voice in News from Nowhere may use the full vocabulary, including optional modules. The narrator and the people of the future do not occupy different lexical registers.

The workflow handoff also records the CI lesson from #619. A corpus chapter can leave every word form and neighbour pair unchanged while still changing phonetic-neighbour attestation counts, so the baseline must be regenerated for every corpus PR.

Voice pass

The first handoff draft compressed the chapter result, compound, and ambiguity repair into one three-clause sentence. The Humanizer pass split that chain and removed a ceiling sentence that had been stamped across two files, while leaving the canon distinctions intact.
